Kifowit, Jed Davis, 33 other House Reps ABATE supports the Cycle Rider Safety Training Act which has passed the Admin Committee in the House and moves to the House floor. 1. Motor-driven cycles and mopeds are no longer included in the definition of "cycle". 2. A "Cycle Rider Safety Training Course Provider" refers to any for-profit or non-profit entity, community agency, college, or state university that can offer motorcycle training. 3. IDOT will seek providers to offer courses to residents with a valid driver's license who are at least 16 years old by the course start date. Providers can charge a nominal registration fee set by the department. 4. Responses from interested providers must include the course location, the number of students, whether they will use their own or department owned motorcycles, and the cost per student. 5. Contracts will be awarded based on training needs and cost effectiveness. Providers will receive grant funding only if specific conditions are met including conducting a course and submitting related expenses. 6. Awarded providers must ensure instructors meet qualifications, maintain liability insurance, complete quality control visits, and adhere to program regulations. Providers cannot impose policies on employees' dress outside of working hours. HB5620 - Motorcycle Helmets, Filed with the Clerk by Rep. Daniel Didech, bill failed and did not proceed. HB3783 - ABATE Opposes Vehicle Safety helmet which reads - The operator and every motorcycle passenger, motor-driven cycle, or moped must wear a safety helmet. This bill is dead but has not stopped us from letting every elected official know we want freedom of choice when it comes to the gear we wear while riding. HB1839 - Safe Autonomous Vehicle Act - Monitor legislation and/or regulations related to motorcycles concerning autonomous vehicles. HB1907 - Noise Monitoring - Prohibits local government from enacting ordinances for noise monitoring systems on roadways. This eliminates the City of Chicago to implement such systems on Lake Shore Drive. ABATE Supports. SB1257 - Toll Highway Act - Requires the Illinois State Toll Highway Authority to allow payment with currency at all toll plazas. Transponders don't work well with motorcycles and this is a better solution if the tollway won't eliminate tolls for motorcycles. ABATE Supports. Offroad Bill - HB1263 - Non-Highway Vehicles - Permits non-highway vehicles to operate on streets with speed limits of 55 mph or less. It allows them to cross intersections with higher speed limits if allowed by the local government. Counties that permit non-highway vehicle use on their roads are not liable for accidents involving these vehicles. Proposal to allow off-highway vehicles on county highways. It raises the speed limit of allowable roads from 35 to 55 mph and gives immunity to counties that add off-highway vehicles to their county roads. ABATE is neutral at this time. HB1049 - Child Support-DUI - If a DUI driver kills a motorcyclist, they would have to pay child support to the surviving children of the rider. ABATE Supports. HB1875 - Bicycle Stop Signs - Provides instances in which an individual operating a bicycle approaching a stop sign may proceed through the intersection without stopping at the stop sign. HB1913 - Electric Vehicle Decal - Provides that, upon registration of an electric vehicle, the Secretary of State shall issue a decal that distinguishes it from non-electric vehicles.
